This addressed Assyria's judgment, but shows God's working through all history - He will do according to His purpose, and nobody can stop what God says He will do. Men have plans and ambitions, but can be stopped or undone. Not so with God's working from the beginning when man fell until the resurrection, judgment, and renewing of all things.
